Welcome to DemoRest the first deliberative democracy network in the global South, an initiative powered NED Endowerment for Democracy and Extituto de Política Abierta, a key component of our Democratic Innovation efforts.
Our path has been transformative since 2021. Here’s what we’ve achieved with DemoReset:

The DemoReset Lab was born, a space for trial, collaboration, and the creation of five innovative deliberation prototypes.
WHY THE SOUTH?
In the South we can find experience solutions, proposals, and practices that nurture democracy. While it strengthens the unique practices of each context, it also finds common ground between institutional and ancestral models of decision-making.
In a world where democracy is constantly questioned, and distrust in institutional and traditional forms of government is increasing, civil society provides an opportunity to deepen our exploration and reencounter the deliberative practices of the global South. The time has come to recognize how communities have developed unique forms of conversation, argumentation, and decision-making in different contexts, where global and local governance can thrive.
The South faces multiple challenges when it comes to deliberative processes.
The participating organizations stated that they encountered certain barriers to their deliberation processes, such as:
Correspond strictly to the social, environmental, political, security and/or economic environment that may have hindered or determined the development of an initiative.
Those faced by the organization in terms of available internal resources, whether economic, technical, technological or human.
They are understood as those boundaries and biases that limited the type of population that participated in the initiative, ranging from accessibility, dissemination formats, language, logistics, etc. They are restricted only at the moment of defining and channeling the participating population.
These are those that condition the right to organize and dialogue, deliberate and influence the management of a public interest. They emphatically address the inclusion of actors, contexts, interests and objectives.
Among the deliberative processes, it is recognized as the most difficult moment, since the decision-making exercise requires prioritizing and/or discarding arguments and exposed needs, so these barriers address issues of coherence, inclusiveness, controversy closure, among others.
Correspond to the management, systematization, analysis and processing of information or collective knowledge of the deliberation process and the communication of results.
Our goal from the Global South is to overcome adversity by implementing creative strategies, forging connections, decolonizing the past and weaving new conversations for a transformative future.
What is a differential deliberation practice?
At Demo.Reset ‘Differential Deliberation Practices’ allow us to recognize strengths and facilitate exchanges between organizations to learn from each other about their common challenges, understand that some are experts in engaging local communities, while others are strong in designing methodologies to enable deliberation as we weave and strengthen the bridges of this community of practice, Demo.Reset 2.0 becomes a compass that directs us to new encounters and adventures on the journey of deliberation in the global South.
PRACTICES
They are all those methodologies, processes, and/or tools developed and implemented by communities and civil society organizations with the intention of convening spaces for conversation and decision making on topics of common interest; between members of the community and/or with local authorities in which it is intended to achieve some type of the collective influence.
DIFFERENTIAL
What differentiates the practices is related first of all to the specific origin of those who develop them: indigenous people, LGTBIQ+ population, groups or other forms of association between young people and movements or other forms of association and collaboration between women. The differential of the practices is related secondly; to the unique forms, procedures, aesthetics, and rituals that have been developed by the communities to carry out conversations, informed decision-making processes, and actions to influence local authorities. In this context, the differential is focused on recognizing and mapping the aspects of each practice: how does the word circulate? What role do bodies, images, symbols, and other aesthetics occupy? How is the memory of what was said built? How are the spaces distributed so that the conversation meets its objectives? Are decisions made? How are decisions made collectively?
DELIBERATION
Deliberation is understood as a conversation between diverse actors with diverse opinions in which the appropriate space, time, methodologies, and procedures are available so that the actors involved can carefully consider the pros and cons of a decision before adopting it, look for the best ways to express their opinions and/or influence the decisions of local authorities on a topic of common interest.

What happened before?
DemoReset 1.0
In collaboration with the global office of the National Endowment for Democracy (NED) and the Extituto de Política Abierta in Colombia, Demo.Reset is created in 2021, a community of practice that articulates multiple actors in the global south to foster and strengthen collaboration and learning deliberative processes.
We’ve brought together insights from over 100 organizations across the Global South, including Sub-Saharan Africa, Eastern Europe, Southeast Asia, India, and Latin America, all with the common goal of revitalizing our democracies. HOW DID WE DO IT:
- EXPLORE unique solutions and practices from the global south.
- RECOGNIZING AND IDENTIFYING diverse governance methods and barriers
- CREATE PRACTICAL TOOLS AND SOLUTIONS to address the challenges organizations face when implementing democratic innovation.
